Collins commends music industry on reaching Music Modernization Act milestone – House Judiciary Committee

WASHINGTON — Rep. Doug Collins (R-Ga.), Ranking Member of the House Judiciary Committee, commended the Mechanical Licensing Collective (MLC) and the Digital Licensee Coordinator (DLC) for successfully negotiating an agreement for the start-up costs of the MLC. This agreement represents the latest milestone for the Music Modernization Act’s implementation. Collins authored this legislation, which passed unanimously out of the House in April 2018 and was signed into law by President Trump in October 2018.

“Passage of the Music Modernization Act was the product of years of negotiations and stakeholders — from Congress to songwriters to digital services — who came together to make the system better for the music industry as a whole. Today’s settlement agreement between the MLC and the DLC is a critical step forward in properly implementing the Music Modernization Act, and I commend those involved for their hard work. This agreement demonstrates the continued commitment of the music community to improve the system, and it represents a milestone moment for Music Modernization Act implementation and industry cooperation. Now, it’s up to the Copyright Royalty Board to sign off so we can continue making the music licensing system work better for current and future generations,” said Collins.
